Rto India — can't receive rc book

Dear sir i have purchased new Bike... Bike number mh25 am8446.The bike passing year and Reg. Year 2018 passing rto office place osmanabad. Complaining about it the, i can not received my New rc book on the rto office..i have requested to many time in rto office to give my rc book but they can't any response.
So please sir help me..and give me to rc book in rto office.
