RTO India — Delay in receiving my driving license

My application no. Is [protected].
I had given driving test at SDM LEHRA, Punjab.
On checking my driving license status, it says that my smart card is activated on[protected] and i didn't recieve my driving license till now.
I went to my RTO office but they aren't taking any responsibility of the license and me as well as they have no knowledge of where my license is.
Please help me with this issue as i need my driving license urgently.
