RTO India — Delay in receiving new vehicle number and bribe

Dear Sir/Madam,
I have purchased new car and got temporary registration on 10/08/2020 which is valid up to 30 days from registration date. I visited RTO, Orai, Uttar Pradesh on 21/08/2020 and filed a request for permanent registration certificate with all required documents to concerned officer in RTO Office, Orai. I have received the information verbally about receiving text message of new vehicle number after 10-15 days to my registered mobile number from concerned officer. Its being already late, still did not receive new vehicle number yet and my validity of temporary registration is going to expire. Further procedures are getting delayed and getting hamper due to delay in receiving new vehicle number. Who will be responsible if temporary registration get expire prior to the receiving of vehicle number? What I found there, agents are involving to loot the customers and concerned officers are also involved to take indirect bribe from agents to move the files in the administration system.
