Rto India — dl not dispatched

My driving licence was printed on 25/02/2019
I have passed the dl test on 11/01/2019

And its not been delivered yet.
For every step they are taking too much time

Dob 19/03/1999.

I went to rto for this regard.
They told to wait 2-3 days, but it's more than a week & they haven't send it yet
