RTO India — Driving licence dispatch by post is still pending for 2 months

Address: Indore, Madhya Pradesh

I applied for DL on 25 February and approval of DL on 13 march and printing of DL completed on 31 March.
And dispatch by post is still pending now I complaint date is 17 may. What is this?
