RTO India — driving licence grace period after expiry

My dl expired on[protected]. On the official website of rto it is mentioned that one can get the licence renewed within five years of expiry by payinf the penalty for each year. But the ahmedabad rto officials deny such rule and ask me to start from the scratch - computer taste followed by learner's licence and then driving test and then the driving licence-.

Can any one guide/educate me what is the real fact or what i should do?
