RTO India — driving licence is not delivered even after 60 days

I have completed and passed my driving test on 23rd sep 2019 but till date my application status shows pending at "approval of endorsements on dl" at counter "dl appr-1" while i passed my exam i have been told that it will be delivered to mentioned address after 45 days.
