Rto India — driving license not received even after 2 months

I give the driving license test at indira nagar rto office on dated 27th june 017. Now till the date today (28th august 017) i haven't got my driving license. When ever i called at rto office they said we dont have smart card for issuing license. Or post has sent, its under process this are the reasons getting from rto office and driving school so please do the needful...

My appointment time for Learning licence is 11am to 12 am ... Yet department is not open and people waiting outside...

I got license on 3rd may 2019.
But i did not receive the card till date. It's been more than a month.
I am going out of state.
Please do the needful
