Rto India — driving license not received till date

Hi,
I appeared for a driving license test on 24th march, 2018.
I have passed all the exams and the application status on parivahan.gov shows that all the actions have been '"completed" but the following two actions are pending at the rto level:

1) printing of the dl in form 7 (Smart card)
2) dispatch of the dl and psv badge

I still have not received my driving license even after 10 months from the date of the test. Please help me resolve this matter at the earliest.
