RTO India — Driving license not yet Dispatched

My Driving license is not dispatched yet.

I completed my driving test on 14th of November 2022. I have done all the necessary fee payments. Printing of DL was done on 15th of November. But it is not yet dispatched even after more than 15 days after printing. And the fee payments status keeps on flashing pending even after I refresh the page.
I visited RTO office too. But the officials are unable to give me any solutions or answer for my problem. They are constantly ignoring my problem and refusing to look after my issue.

My application number is [protected]. soft copy of My dl is available on my phone, but i need the physical card for various purposes and more conveniences.

Please let me know if it can be resolved asap. I need the license badly now.
