RTO India — Driving License Test Appointment not being given

My learners license has expired two days ago and due to the faulty practices at my RTO in panchkula (It was an off on the day my learner's license was supposed to get over and then I had already paid the Driver's test fee a few months ago but I was never able to book an appointment) I couldn't even book an appointment for the driving test even after paying my full fees that is rupees 900 or so. Now without any notification they have applied a new practice of having a driving school certification that is another form of corruption that one can pay rupees 800 and get a certificate in the back date showing that I trained for driving and then only I would get a timeslot for my test. This is sheer waste of time and money I have a heavy university course and have online classes all day long so I can even go there everyday as everytime I'm send back with an excuse.
