Rto India — Duplicate license card after 3 month not received

Dear Team, I have applied duplicate license card but after 3 month not received my license card courier at home address. RTO officers doesn't have information about the courier track number only updated the dispatch date. also post office not provide any update without tracking number .Please find the attached RTO slip, kindly help and suggest to receive my licence . Inward No.275855 16

As this car hit my car on rajpur road and ran away due to which ky car got damaged
And I had suffer the amount accordingly
