RTO India — Fraud by dalaal

My name is aditya, i applied for my learning license in kanpur nagar RTO, my application form was fill the a dalaal which work in front of RTO office, After passing my learning license exam, the dalaal is not giving me the otpa of the license so that i could download it instead he is asking bribe for it .
