RTO India — From last 3 month my new R C book not sent by rto himatnagar

I am apply for taxi passing to regular passing at rto himatnagar at time my new number plate is installed but still R C book not sent . I visit 3 to 4 time but same answer given its system error . Please check this issue what happens with it.
My car number is GJ09BH 4427
