Rto India — I am complaining against ARTO pulwama J&K regarding Transfer of vehicle registration.

Dear Sir,
I am from Pulwama Kashmir and i bought a used car Eon era from a seller in Punjab. I completed all the document formalities as per rules and got NOC from RTO punjab, Motor vehicle inspection certificate, seller undertaking, affidavit and original documents like Insurance, RC and pollution. Now with all these documents, i moved to my state J&K and visited ARTO pulwama for transfer of vehicle with all required documents. But, ARTO pulwama is not allowing any vehicle registration to be transferred to Pulwama from other state without any reason. I don't understand, if there are clear rules that a vehicle can be transferred after getting NOC than why ARTO pulwama isn't following the Motor vehicle rules. Kindly help me to get my vehicle Eon era plus car registration transferred to my name so that i can avail other services like Insurance transfer.
