RTO India — I need to complain about the RTO at Kurla (Mumbai)

Address:Equinox Signal Kurla

The constable at the Equinox signal (Kurla-Mumbai) pulls the signal manually. It opens for not more than 10 seconds and shuts for 2.5minutes. Is this the way we will be reaching office ? BKC being such a commercial area, commuting is as worst as it is. Helll looks fine than commuting through BKC !
Request to solve this issue asap.
