RTO India — issue of duplicate driving license still pending

I had applied for the issue of a duplicate driving license and paid the fees for the same online. My application number is [protected], and the fees was paid successfully on 6th october 2019. It has been more than 60 days now (Today is 7th decemeber 2019) but the status of the application is - "application is under processing at rto level". The application processing stage is - "scrutiny - (Document verification)" and the counter is "dadl1".
