Rto India — Learner license Approval pending

Have applied for Learner license on 15/09/2023 at Saarthi Parivahan Website. I passed scrutiny and Online LL Test but still the application stage is "Application is under processing at RTO Level".
It's been 22 days now and I did not receive any update from RTO Office and I am without driving license.
