RTO India — Learners license online application pending for approval for more than 2 months

I have filed for LL application in November and passed the online LL test. Since then the application is stuck at pending for approval. When I contacted customer care they advised me to go to RTO but when I contact RTO they refuse to give any info and simply say they have no involvement as the application is contactless and I should file a new offline application. I believe the RTO is deliberately not following on online applications as most people in the premises share the same experience and suggest going through an agent. I request this matter is investigated as it is causing me a loss in time and money.
