RTO India — learning licence test cancellation without notice

I have booked test slot for driving license for today[protected] which is shown green while applying online for driving license test.
When i reached to rto officeat virar in palghar district, the rto office was locked. Tried calling many numbers available on net - none were picked up for the explanation many people like me had to return home with big disappointment as no notice was given by message or by any means that it can be closed, and everyone has came from long distances for the test. Now after returning home i tried to cancel todays slot which i am not able to do as it says time out for cancellation and tried to have new slot booking online also could not be completed as it says slot is already booked for this application,

So in this regard i need explanation what to do ahead
