RTO India — misleading and rude behaviour and not processing my application after payment

I have applied for learner license, i was paid 200 rupees after payment I cannot book slot then i come to rto affice on Monday 10/06/2019 then i meet to harish sir at h4 and i told my problem then he said to me go and meet to G4 officer. I meet to G4 afficer shejwaal sir he told me come on Monday . Problem is not come to monday problem is that he was present at that time on Monday then why he said me to come on monday.there is not any server issue if there is any server issue then i can understand. Full of story shejwaal sir is not doing there duity he is present on physically
