RTO India — money deducted and tax not shown

I had make a himachal tax for my temp traveller

And the amount is debited from account

Payment initate is fail and my account is debited again my driver is being wasted guest time at swargat in himachal.
And check post officer again taken a tax of rs 1500. From the same time of the same car.
If dto check the tax and tax is also cleared from our account then who is responsible.
Kindly check the matter otherwise i'll move to court.
