RTO India — more than 30 days passed still not received permanent driving licence

I gave the permanent driving licence test on 17 december 2019. Now according to the rto the driving licence should be delivered to the desired address within 30 days but still my driving license is not delivered whenever i check status of my application it says application is under "printing of smart card (In form 7)"for the last 20 days some of my friend gave the driving licence test after me and he recieved driving licence within 30 days but still my driving licence is printing so when this issue will resolve
