Rto India — my rto has not updated my learner license application number in sarathi portal

Sir i have applied for learner license offline from rto nalbari state assam.I have got it and it has only 10 daysto expire.Now when i am going to apply for Driving license which require online facility. I have entered my application no. provided to me in learner.It shows invalid.I have contact rto they said it is not in their hand.Now who is responsible.I have waited six month now they are saying this..I would like your interference in this matter.please come forward.Thank u.Jai hind...
