RTO India — No response from RTO about my learner license even after 7 months

I applied for a learner license on 23 September 2022 last year for the second time through online services and Today is 9 March 2023 and still my application status is "Scrutiny verification of proof documents".
They are taking this much long time almost a year to verify my documents.
Please do something to resolve my complaint if RTO is not able to give online services then please stop online services. Its just a headache for the public because if my cancel my application there is going to be no refund of my application fee.
