RTO India — non receipt of my permanent dl long overdue

My self, sudhir panwalkar, dl no. Mh49 [protected]. Initiated for renewal / validity extension of my dll on dt.02th dec19, got ll on dt.10th dec 2019, paid rs.1266.00 receipt no. Mht/225952 dt.13.01.2020 for permanant dl (Got dt.03 feb 20 for driving test) & giving driving test on 03rd feb 20.
As on date i have not received my driving licence (Learnt / confirmed that dl have not been despatched by rto sofar).
