RTO India — Non registration of Vehicles

Sir, I am serving in Indian Army and buy a car from Telangana state with TR No TS09EKTR5945 to registration at Bihar Muzaffarpur. After lapse of more than a year my vehicle not registered at Muzaffarpur RTO without any reason and no any one resolve my problem even meeting with District transport officer of RTO Muzaffarpur. my mob No is [protected] and email ID - [protected]@gmail.com please resolve my issue at the earliest please thankyou sir
