Rto India — Non-transfer of ownership of vehicle

Dear Sir/Ma'am,
I have bought a vehicle(Registration no.- DL4CAP9980) on 31st of May, 2021and filed for 'transfer of ownership of vehicle' with RTO on 1st June, 2021. My application no. is 'DL210601X0435235'.
The ownership is not yet transferred and RTO's remarks are, "SIGN DIFFER OF OWNER, R/O TO APPEAR WITH PHOTO ID". The owner of vehicle had himself signed the documents and any mistake made is completely unintentional. Also, the owner has now migrated abroad and therefore, is unable to come to the RTO office. Kindly look into the matter and do the needful at the earliest.
