RTO India — not able to book ll test slot. error message getting.

I had my bike licence earlier and I applied for New LL for LVM. I have paid the fee, but due to the below error I am not able to book the slot for the LL test. I have even visited the respective RTO (RTO-BBSR) but they are not able to help me. They suggested me to book online which is not possible. Can you please help me to book my LL test. The sad part of this is that I have visited 3 times but they are not able to fix the issue. But scolding me as like I am a beggar and bagging for food.

(Error Message - Given Mobile Number is already used for more than 3 applications. So LL appointment is not available for this application.)
