RTO India — not delivered driving licence

My permanent driving licence has been approved a 20 days back and i checked the status online but still it not delivered at home address. As it was supposed to be delivered within 7 days but still i have been following up but no resolution is there. As i stay out for my job so it is not possible for me to go to rto every week and check for the same.
Kindly look into this.

I got a learning license from kanpur, up.but now i am presently in kerala.so is there any way i can apply for permanent license here in kerala .as my learning license is soon expiring and in no way i can get to kanpur as i have an internship to do in kerala.
