RTO India — not issuance of my driving licence

My application id is[protected]. I have passed the online learner test on 19/03/2019. Its been 38 days since then yet i my learmer lucence has not been issued. Whenever i check it says ur application is under processing under rtoauth01. This is very much irresponsible by this parivahn ministry. I mean its been a month but my learner licence has not been issued.
