RTO India — not received my vehicle registration number

I have recieved the below message from vm-vaahan

Received rs.12320/- against new registration vide receipt no wb95d[protected] dated 29-jan-2019.

I haven't recieved my vehicle registration number till date (Its been more than two months). It will be from rto baruipur.
Kindly help me out with this. I am unable to use my new vehicle, and its been long and i haven't recieved any update from them yet. I am unable to even track my application

Dear sir. I completed driving test on 25/01/2019 from rto alipur. And my driving license was approved on 22/02/2019. But my smart card(driving license) have been pending since one month till. Sir I need solution.my application no - [protected].dob-25/05/1995.please help. Thank you
