RTO India — not received rc book

My vehicle number gj 04 dh 3241 hitesh parmar. I have note received smart rc card even after 9 months of the purchased vehicle. Visited rto office twise and still not received. Also, visited post office twise to check but he said we not received yet. Called rto office 3-4 times and every time same replay you need to visit rto office for this.
