RTO India — Older vehicle of more than 15 years being used on road

Dear Sir,
Vehicle No. UP65U6429 is being parked in front of my house blocking my path to main road.
Also, as the car is older than 15 years, and is being used by owner for movements, this vehicle violates the scrappage policy as well as motor vehicle act.
This calls for necessary RTO action.
I request you to please consider my plea and take necessary action in this regard.
