RTO India — paid fee but not able to book dl test slot as it says ll expired but the last date is 31st march 2019

Dear sir/madam
While applying for dl i am facing a major problem, i have paid the fee rs. 1390 but when i go for dl slot booking it says ll expired! But the last date is 31st of march 2019, so kindly help me in resolving this issue or refund my money. As a proof i have pasted text msg from rto below:-
Your learner licence :pb60 /0001525/2018 is going to expiry on[protected]. Please convert to driving licence with in[protected]. If expired, you need to take fresh learner licence. Please ignore if already applied.

Sir, I'm trying to book my slot for driving licence test. But when I enter my details it shows that " Entered application number is approved. Slot booking is not allowed." Please help . Only 1 month left for my slot limit as 5 months have already passed.
