same issue with me. i have paid Rs 900 at RTO office and i got recept but still they saying your payment pending that sway i cannot process further. if you get any help please let me know i am suffering from last 13 days.
I have submitted my documents to RTO, Pune for removal of hypothecation, now I need to make payment online. I can see my details online, but the buttons don't work, there is no payment option, I cannot proceed further.
Manual system was better. Atleast by paying extra to the agents your work can be completed.

I had applied for learners license and the payment of 352 rs is deducted from my Paytm Payments bank ltd account. But it is still showing payment pending. Then again i tried with my Yes Bank account still same error persist. Please help me out of this and kindly refund the 352/- + 352/-.

Did your issue get resolved?
I had applied for learners license and the payment of 201 rs is deducted from my account. But it is still showing payment pending. Please help me out of this to process further.

I tried calling in customer parivahan but no action has been taken
Bcoz of which I can’t even proceed with the booking slot
When I went to RTO they said that they haven’t got the payment and Can’t do anything for that

This relates to my online application for a Learner's Licence.
Filled the form and uploaded all documents in order.
Paid the fees, Rs. 240 which was debited from my account and the Cyber Receipt of the Finance department of Government of West Bengal also received vide attached image. The receipt was issued on 05/07/2019 01:21:09 that you can see.
Till today, my payment status is showing as "Pending".
Can you help or I have to approach RTI route/consumer complaint cell? From the experience of earlier cases, helplines of Parivahan or going to RTO won't help. An early reply will be highly appreciated.

while applying for renew of my driving Licence from your site at Delhi on 21-11-20.It was seen that money was deducted from my bank account and seen credited to Transport Department Govt of NCT of Delhi but your site says that no fee deposited and transaction failed. I wanted to pay for the retest of my learning license, but when I went to pay the retest fee of Rs: 50, I did not receive any challan details to get it verified by the bank and to pay the fee. Now it shows only pending along option with reference no.
Why this step is so complicated to get through. I have been trying to sort out the issue but nothing happened. Tried to pay to the reference no. in the bank. But they are saying the reference no. is not valid. Then how to pay. At least there should be cancel payment option right. This is just frustrating. Sort this out as soon as possible.

To all who are facing the RTO/Parivahan/ pending payment problem.
i too had the same problem. Looks like we have to verify the transaction our self.
follow the procedure for any DL/LL payment-status-pending issues. check the link below.

for any vehicle related payment-status-pending issues, follow a similar procedure.
go to https://parivahan.gov.in/parivahan//en, select the service...(DL/LL, vehicle registration...)
after selecting the state and respective RTO, click on your service, (pay tax, renewal of registration, etc) enter the details (vehicle registration no, etc ) it will show the transaction details and it will also say that the payment is pending from the bank side (dont worry). there will be "click here" button to clear the pending payment. click that button. it will take you to the failed transaction page. here click on the transaction id and it will show your payment details below. at the bottom of the page it will say "check to bank". click that. a dialog box will appear and will ask you to confirm. confirm it and it will verify the transaction after verification it will take you to the e-receipt page.
if it says some thing like "payment gateway incorrect information", ignore that and try after 5 or 10 minutes. after 1 hour of trying it got the pending payment successful. Hope this helps. Thanks.
