RTO India — Pending Approval of LL by the Licensing Authority

I have applied for the LL since 23/11/2024 and the status of my LL is shown as pending for approval and even after visiting the RTO Office Amritsar my issue was not resolved and the LL is pending for approval of Licensing Authority till date on visiting the RTO office I was informed that the approval is system generated and is not done manually whereas upon calling the Parivahan helpline I was told that the process is done by RTO itself. Being a student it is quiet difficult to goo for the exams without a license.
