I, the undersigned, beg most humbly to lay before you the following grievances of mine in the hope they will meet with a kind consideration at your hands.
I purchased a second-hand car (Tata indigo ecs lx) on 11th september, 2019 from mr. Bhudev chatterjee of behala following an advertisement on olx. I collected information from internet that recently government has introduced online car ownership transfer process through vahan citizen portal, and i applied for the same by following step by step guideline. I submitted rs. 1940 through net banking and got the e-fee receipt on 19-sep-2019. I also got information that it is a hassle-free process in which no agent is required. The only thing i have to do is to submit all the documents to the nearest r. T. O. After a month, i shall receive new registration certificate.
Accordingly, i went to diamond harbour r. T. O. (My nearest r. T. O.) to submit the documents; but the officer ignored everything totally, saying that it is not the process. There is no online car ownership transfer process. My money was lost. He asked me to follow the old, traditional process. He explained that both the buyer and the seller of the car have to be present in the office with the car.in front of the officer, the seller will say that he is selling his car, and the buyer will say that he is buying the car. After that other legal procedure will be followed.
I asked the officer if the online process introduced by the government is false. He said, “why did you consult net? Why didn’t you come to me?” i said that, actually, it is the duty of the seller to transfer the ownership of his car; as he is not doing so, and as i have purchased the car, i am doing this owing to my urge. I also said that the seller is an octogenarian who cannot move about. Then he demanded rs 16000/-, saying that he would go to the seller’s house to do the job.
Sir, i am an ordinary writer, i do not know the law. I try to collect information from internet to do everything. I contact with the world through internet. My books have been published from notion press (Chennai), kindle direct publishing (America). If i commit mistake by following internet in this trivial case of car-ownership transfer, i am helpless. I have nothing to say.
Sir, the e-fee receipt contains qrcode, and there is a note there, declaring “this is computer-generated slip from vahan citizen portal, signature not required. Can be verified from qrcode." naturally, i was surprised to see that a responsible officer ignored everything.
On the above circumstances, i just want to know if this online process is merely a hoax or i can transfer the car-ownership through this process. If the answer is ‘yes’, please tell me how i can approach the r. T. O. Diamond harbour.
