RTO India — rc book not given by the company.

I have been going to solar tvs vijanagar branch from past 4 months for my rc book of my vehicle but haven't received it. I demand for it at the counter but they don't respond and say it hasn't been issued by rto they say that a new vehicle can be without rc book for 30 days and still even after 4 months aren't giving me the rc book. So i decided to complaint at this portal please take immediate action.
