Rto India — rc book not received even after a year

This is with respect to my rc book for
Activa 4 g at rto bharuch, gujarat
I purchased it last year september month
Still my rc book is not received.
After meeting rto, they are saying there was some technical problem and they will send within 15 days. Now it's been a month and i have not received my rc book

I have applied for address change for Driving licensee. The Application is not processed for very long time. The Application has been Submitted on[protected]. The Application has not been processed after some state and remaining in pending for more than two week.
