Rto India — rc book not received - pimpri chinchwad rto

Vehicle rc not received even after 3 months

I purchase second hand motor cycle (Fz), and i had applied for ownership transfer in pimpri chinchwad rto on sep/2017. But unfortunately i did not receive my rc till now. However my details are available in their records. I have also visited pimpri rto many times but they ask me to check with postal department and gave me the reference number ea[protected]in.

I went to chinchwad post office and they sent me back, stating that the rc has sent back to rto, as they haven't mentioned proper delivery address.
Again, i went back to pimpri rto office, but they are refusing to give any updates.

Where i need to complaint on these useless workers. They are not government public servants. Instead they are using the public as servants.
