RTO India — regarding application no [protected] pending for approval, rto don't respond

I submit application on date is 24/06/19 but now become approx 45 days i complete almost all step but on the website status show pending for approval. I also visit rto after application submission but they d'not help me.
I urgently need my dl because traffic checking and other.
Why application is pending for approval.
