Rto India — Responsible officers

Since last 4 days i m going for issuing my learning licence but the officer at rto office saying to me that network is not available there and the height of joking is that they were asking me to use my mobile internet and give them hotspot which they can connect to their computer and stay till 3 pm untill their work will be completed. It means that we pay the rto fees for licence plus recharge our phone to give them internet for doing their work. Because of this type of service people wont get their licence and finally we are responsible for not carrying the licence while driving, is this some kind of joke them please take action as quick as possible.
