RTO India — RTO delaying and rejecting to provide a Driving License Smart Card

I did a address change on my Driving License at West Bengal, Kolkata- Behala RTO. As per the norms and guidelines I submitted all the necessary documents along with my original DL Smart Card. After the process of address change the RTO is supposed to courier the new DL smart card to my address, when there was a delay I visited the RTO to ask for my DL smart card to be printed and they rejected saying I need to take a print out from parivahan website.

The original DL which I submitted to the RTO was a smart card one and I expect the RTO to provide me the same . I submitted docs for address change on mid of March 2021, now it is May 2021 still did not receive my DL Smart card.

Please help in getting my DL smart card delivered to me.
