RTO India — RTO employee Misbehaviour

My Drivining License was not delivered to my address. So, I went to Sarai Kale Khan to recieve my DL as there was text saying It was Returned To sarai kale khan PO but they said that services are suspended because of covid so I waited for services to resume. Then Yesterday (28/01/2022) I recieved a text message saying my DL has reached RTO office Rajouri Garden. So, today(29/01/2022) I reached RTO office to Recieve my licencse they said that it has not reached us go to Saray Kale Khan there You can recieve it. I told him that message is saying you can recieve it at Rajouri RTO He said "main chalu tere sath mere din ki duhadi de tu dega meri sarkari naukri ki kamai" Then he said send a letter to verify address I asked whom to send he said its written in text message i said there is no address is said bring address and id proof to RTO to Recieve Your DL. He told me I dont have your License do not waste my time. then i returned from there Frustrated.
