Rto India — rto officer refused to give ll test

As i'm staying in government hostel of gkvk bengaluru, rto officer refused to give the ll test claiming that he will not give for hostel students, and he was rude enough for that. I'm staying in the government university recognised in india, why i can't get licence as i was staying in that university. If so they can't give for hostel students. How come they give for the students who will go from driving school. It's a kind of corruption by rto officials. I went for ll test dated 15: 12: 2018. Kindly enquire about it.
