RTO India — So delay in the DL smart card

Sir, i had freshly applied and passed DL test on december 17.2020.and now it is May 2021 still i hadn't received my DL licence smart card via post.I just had a A4 size paper of my licence ..so please i request you to issue smart card as early as possible..sir...As some are saying that the there is smart cards deficiency, hence the new licences are delayed ..is this true?pls issue the smart cards as early as possible to all the road users who applid in 2020 ending sir..including me
