RTO India — sold the vehicle to dealer in exchange offer but the old vehicle transfer certificate not available

I had sold my tvs scooty to tvs shelar a tcs dealer in pune, in exchange offer. But till not i have not got the transfer certificate and details of the new owner. If this vehicle is used to any antinational activity or illegal activity, i am not responsible for that. I tried to contact the dealer many times but they shared the agent number, but no further details are avaiable.
