RTO India — still not receive rc after four months of scooty brought

Hi i have purchased the new scooty tvs jupiter in last nov.2019. But still we have not got our rc. I have got one message from vahan by 11 dec 2019. Rc under preperation but still we have not ecieved in my house.
My scooty no. Dl8sct2480. Reciept no-dl8d[protected].

Can you please confirm when iw il get my rc. If the police got i dont have nothing to show to them
