Rto India — Transfer of ownership of vehicle

My application number is BR[protected]
AND my vehicle registration number is BR33W7351. I brought a second hand bike in bihar samastipur my sell deed was on 9th january 2021 . It was processed on 2nd february 2021 but not completed till date . Its been 7 months . I am facing lots of trouble because of this but they dont bother to solve my problem.
